Its June 28, 1919, at the Palace of Versailles near Paris, France. The weary war-torn countries of Europe that defeated Germany are signing the Treaty of Versailles to establish the terms of peace after World War I. While the conference is consumed with extracting punishing reparations from Germany, there is a small component to the treaty that addresses an obscure archipelago in the Arctic Circle. It is to be administered by Norway, but 46 other nations are designated to exercise their ‘interests’ within the Svalbard EEZ. The ‘interests’ focus on coal, oil and gas extraction, and mining for minerals.

Dial forward to early 1982. The CIA, having already foiled a plot by the Soviet Union to attempt to sabotage oil and gas infrastructure on the seabed of the Gulf of Mexico, is acutely aware that what the Soviets did was not just to distract the Americans from an increasingly tense Europe.

CIA agent Alex Beck and his team understand that this was really a dress rehearsal for the real Soviet target – dominating oil and gas drilling and minerals mining in the Arctic Circle, and Svalbard is at the heart of their plans.

As the Soviets move in a massive drilling platform and start operations, they are soon followed by the Chinese. CIA initiates a covert operation using the Global Explorer, a huge drill ship that they intend to use to establish the US claim. It must be covert since the US Congress laws essentially preclude any US companies from drilling in the Arctic.

As the three counties start their operations, eyeing each other suspiciously, ‘accidents’ start to happen that betray their intense and lethal competition under the waves. CIA defeated the Soviets in the Gulf of Mexico by playing defense. In the Svalbard EEZ, they are going on offense.
